One: the project file was checked out and failed to be checked in properly.
If this is the case then 2002 requires admin privileges to check it in
again; 2003 lets the PM check it in again.
Two: the project file is legitimately checked out and you want to make
changes to it. Best practices says only one person should be able to update
the plan.
