Project Summary Record - What Is It?

The PDS reference discusses very little about the format of the XML in the
<ProjectSummaryRecord> tag nested inside the <ProjectsCheckin> tag.

<ProjectsCheckin>
<Project>
...
<ProjectSummaryRecord>WHAT GOES HERE?</ProjectSummaryRecord>
</Project>
</ProjectsCheckin>

Can anyone explain further on how the cotent in the <ProjectSummaryRecord>
tag affects the behavior of this PDS operation?
