Project Versions

I have created a version called as "Target". Is there a way where i can deny
all the project managers to publish this version.

When i say publish i mean it should not be seen in the projects center. i
Know there is a filter option, but microsoft only provides three filters per
view. I already have three filters and there is no more space for a fourth
one.

So are there any other work arounds.

No, this is not possible. By default, all project Versions appear in the
Project Center views. Hope this helps.
