Project Web Acces - IssueRiskCenter

Hello - is there any way to modify the issueriskcenter.aspx page in PWA? I
have copied the address into SharePoint Designer in order to open it up,

http://<<server>>/pwa/_layouts/pwa/pws/issueriskcenter.aspx

but it won't open the page, just directs me to the pws folder which is empty.
