Users have to accept the license agreement before having access to PWA, upon
first access of PWA the browser installs various Microsoft ActiveX
components in order to work, users must accept Microsoft's License agreement
first.

If you have any toolbars installed in IE e.g. Yahoo toolbar, this can cause
this problem

Generally this happens when users do not have sufficient permissions to
regsister the controls in active directory. I you are running in a locked
down enviroment the controls need to be installed on the system by someon
ewith adminstrative rights to the system once installed it will work for all
users. The controls change after installing project server Sp1 and hotfixes
and the administrator would have to revist the system. The following link
tells you how to manully install the controls do not !!! use the download
form this page Microsoft has not kept the file up to date and if you have
installed the service pack or hotfixes the down load will not work. the best
method we have found is to extract the file from the CAB files (pjclient.cab
and pjintl.cab)on the serverin the"\Program Files\Microsoft Office Project
Server 2003\IIS Virtual Root\OBJECTS " directory. Or you can give your users
local admin rights let them logon download the controls then remove the
rights. If its a large amount of systems it may be worth it to package the
controls in an msi file and push the controls via active directory.

Workaround:

1. In Microsoft Internet Eclplorer: go to -> Tools -> Internet Options
2. Select Settings
3. Select View Objects
4. Delete objects PjAdoInfo3 and Pj11enuC (all files starting in Pj*)
5. Delete all cached files (delete all offline content )
6. Kill the browser
7. Restart the browser and PWA
8. You should now go through the EULA sequence

Hopefully this resolves the issues for you
