Project Web Access (logons and websites)

The following error is encountered whenever a general user logins to
Project Server database through Project Web Access.

Once an administrator logs on, the general user can than login with
windows authentication. An administrator must login periodically
throughout the day so the general user can regain access.

"Microsoft Project was unable to log you on at this time because the
Microsoft Project Server database cannot be accessed. Please try again
later or check with your Microsoft Project Server administrator. (5001)
"


I had tried the resolution provided on microsoft site (
http://support.microsoft.com/?­scid=kb;en-us;839773&spid=2525­&sid=global)
for the above error.

But the problem persist.

2nd Issue:
The sharepoint sites are randomly inaccessible and we get the following
error: "Access is denied: Microsoft.Sharepoint.intl'."
We have to restart IIS then someone with local admin rights must logon
to PWA for the generalu ser to regain access.

Brief Summary

The project Server 2003 installation is a Single server installation
running Windows Server 2003,Microsoft SQL Server 2000,SQL server
Analysis Services & Sharepoint Portal server 2003.

Here's a possible scenario that could cause this behavior. Keep in mind I'm
purely speculating. If any of this hits home, you'll need to pursue an
identity search across your system.

In your environment, administrators share aliases to logon to servers

You have security policies set to timeout logons after some periods of
inactivity

Someone was in too much of a hurry to create proper domain service accounts
for the application prior to installing and decided to use one of these
aliases to run parts of the system where the built-in Network Service
Account or Local Service Account should have been used.

If all of the above were true, whatever services used the alias would stop
running after the system sat idle long enough. Someone subsequently logging
in with the alias in question, would cause the services to start again. As
long as there were steady traffic hitting the system, everything would seem
A-OK.

The only place we have an admin account assigned to a service is in
SQL. Could that be a possibility? I've tried changing them, but
then everything basically shuts down when I do.
