Project Web Access? Separate Product?

I admit to being a complete neophyte with respect to Project Server
but I'm very confused by MSFT's documentation on a couple of points.

What IS Project Web Access? Does this have anything to do with
MS-Access? Like, is it a replacement for SQL in a small (single
computer) installation? Or something else entirely?

The other thing I can't get a grip on ... is SharePoint required ...
or not?

Project Web Access is the web-based interface with Project Server that is
used by project managers, resource managers, executives, team members, and
even the Project Server administrator. To access PWA, users launch the
Internet Explorer and enter the URL of your organization's Project Server
instance. Hope this helps.
