Hello,
When publishing my plan in MSP, and I have several closed tasks in the plan,
how do not allow my resources to charge time in Project Web Access to those
closed tasks? Or better yet, I don't even want them to see those tasks that
are closed in my plan. Is there a setting I'm missing? I only want to show
open current and future tasks. Thanks.

No, you are not missing a setting. There is no default method in Project
Server to close tasks and prevent team members from entering time against
them. Because of this, I believe you need to make this a training and
performance issue with your team members. Teach them not to enter time
against completed tasks, and then teach them what to do if they need to
reopen a completed task. If you don't have a methodology for reopening
completed tasks, then you will need to develop one. For example, do you
want them to create a new task in PWA? Do you want them to call you, e-mail
you, come and see you?

As an assist for your situation, refer to the following FAQ about how to
remove completed tasks from the PWA timesheet, and pay close attention to
the steps the Project Server administrator can perform:
