project will not outdent

I can not outdent at all, indent works but it will not outdent. I have
restarted the machine, started a NEW blank project and entered 4 trial tasks,
i indent the bottom 3, which works then without changing anything hit outdent
and nothin happens. This function was working fine 30min ago.
