Project Workspace and Project Server

My users are running into problems when a PM sends the a
URL for a project workspace in sharepoint. A user may
have all permissions and categories in Project Server
except admin. However, they may go into a project
workspace to view a document or respond to a survey and
they are prompted for user id and password.

I have changed all workspaces so authenticated users are
allowed access to the site, but some users still have
permission problems in the workspace.

Would a synchronization fix this, or do all PM's need to
manage their workspaces on a user by user basis.
