Project Workspace -- Sharepoint Site

We have Project Server 2007.

My question is: Is there a way to create a workspace without a project in
Project Professional?

Sure. Just go to the top right, Site Settings, Create Site, then choose
whichever template you need. You may opt to choose the Project Workspace
Template if you plan to link it to a project in the future, but that is not
required.

Once you have saved the project schedule you go to Server Settings > Project
Workspaces, edit site address, enter the site URL you created earlier, select
OK. that should do the trick
