Project2007: create forms user failure!

Hi,
I have a problem. I want to add some form users in project 2007. I failed to
import the user data into the membership store.
The error is below. And we use SQL 2000. Pls help me~~Thx~
Exception occurred: Server was unable to process request. ---> Unable to
connect
to SQL Server database. ---> An error has occurred while establishing a
connect
ion to the server. When connecting to SQL Server 2005, this failure may be
