I am using MOSS 2007, Project Planner Pro 2007, Office Project Server
2007. I have the Project Plan in a SharePoint document workspace page.
In order to view the plan, it uses my local Project Planner 2007, to
open it up in. Is there a way, the Project Plan can be published to a
web page, for viewing online?

If you're using Project Server, you have this capability through PWA. There
is no way to publish a project plan to a SharePoint site without building or
buying another tool.
