ProjectPublish Failed - Error ID: 23000

Hello,
We have been starting to this crop up more frequently in the last few weeks
and don't have a very good way of fixing it. It happens randomly when a user
tries to publish a project. I did some online searching to find only 2 posts
on possible fixes. The only one that seemed to work was to copy the entire
project to a blank one, publish the blank project, and start pasting tasks
back in to see which one breaks when publishing. This works OK except that
as soon as one breaks it, you have to re-delete all of the tasks, publish the
blank project, get error 26005, force check-in, etc. It takes a few hours to
fix a project where this happens with all of those steps.

Has anyone else had this? Is there a better way to fix it? Does anyone
know why this happens?

Have you checked the resource on the task and the resource available from/to?
Just a thought.

What should I be checking the resource for? We don't use available
from/to...everyone is the same for each project. Any additional information
would be helpful.
