Projects that are 100% complete keep generating emails

Why do 100% complete projects keep generating emails to
resources, to update or complete tasks? This is a
reoccuring problem we are having with Project 2003 and
Project Web Access 2003.

Also, resources not assigned to a project are getting
emails to update tasks - that of course, they are NOT
assigned to?!

Anyone have any help on this?
