Projects that only half exist - Projects that can't be deleted

I have a couple users who get an error message very time
they try to import or publish a project. The error says
they do not have enough authority to create a manager
account. Security settings on thier accounts say they do
infact have the authority. It appear the existig accounts
are not being recognized and project is trying to create a
new account. Don't know why.
The end result is a project which is called xxxx.published
BUT is doesn't show up in the file open list in project
for anyone but the person who tried and failed to publish
it. Doesn't show up in the clean up microsoft project
server page. Doesn't show up in the project view on
webaccess. I can see these projects if I open the SQL
server database and look in the project tables. I cannot
delete them and I can't figure out why I have only one or
two individuals who have this problem. Any suggestions
would be appreciated!!!!
