Prompt to Save Before Closing

We have noticed that often, after making changes to a
file, Office will ask whether changes should be saved when
we go to close the file. However, it seems that, just when
we get comfortable that we will be prompted to save, it
does NOT prompt at closing. How can we make this
consistent, so that all files will prompt on closing?
