No, but you can install Proofing Tools 2002 and then upgrade to Office 2003.

Nothing would happen to them. They would just work as before. There is no
upgrade path for Proofing Tool CDs.

No. Individual components are updated in 2003 and extra features are added
for many languages, but you cannot install the 2003 CD on an earlier version
of Office.
