hello,

why can't i see or create new proposal? i get this massage "You are not
authorized to view this page" - even though i have the right authorization (
i have V in "Create New Proposal or Activity").

I am seeing this same issue in my current environment and there seems to be
some issue with permission synchronization whereby this happens each day and
locks out all users but the service account from entering into the
LWPDetails.aspx page.

I am able to fix this by going into Site Actions>Site Settings at the top
PWA level as the service account and change one permission on any user (try
to change your account permissions) under Advanced Permissions.

Another fix for this I believe it to change your group membership rights in
PWA>Manager Users. This seems to align permissions back up.

This is not an issue that I have seen on all environments, just the current
one I am working on. I imagine then it has to do with some configuration on
the servers.
