Proposed Booking Type Effects Availability

I have 2 projects. We use an Enterprise Resource Pool. I assign a task in
one project to resource A with a booking type of committed. I assign a task
in the other project to resource A with a booking type of proposed. The
resource is showing overallocated in the Resource Usage and Resource Graph
views. I was under the impression that the booking type of proposed was not
supposed to impact a resources availability. Did I miss something in my
setup or is my understanding incorrect?

Jody:

Making the bookings proposed prevents the resources from progressing the
task assignments. The purpose is to allow you to see the impact on resource
availability without putting the plan into action.
