protect document password issue

I have a form that I created in Word 2000. When I was finished creating
the form, I clicked on Tools > Protect Document, selected Forms,
entered a password (and confirmed password) and clicked OK. All went
well.

Today I edited the form, but now when I try the Tools > Protect
Document method, it does not ask me for a password anymore....I have
not been able to find a reason why....any suggestions?

I've tried the File > Save As (Tools) method, that didn't work either.
I can live with non-password protection if need be, but having a
password is preferred...
