protect document

I cannot protect a Word document.
I select Editing restrictions Filling Forms but Start enforcement does not
work. So I cannot protect my word document

On the Control Toolbox toolbar, click Design Mode to turn it off.

Also, make sure *not* to add any controls from the Control Toolbox (these
are ActiveX controls) to your document. Instead, make use of the form fields
found on the Forms toolbar.

Turn on your Mail Merge toolbar and make sure the Main Document is set to
"Normal Word Document" (or similar wording).
