Have you tried making an mde out of your app? Tools > Database utilities >
Make MDE file. Users won't be able to go into design view from the menu or
the db window in the mde file to modify the form's design.

If someone is Access "Savy" can the MDE file be converted back to a MDB file
so they can view the form and make changes?

Not easily. I'd say it's beyond the capabilities of the average "savvy"
user. There are 3rd party companies out there that are capable of doing it,
but the ones I'm aware of insist on proof of ownership.

That doesn't mean, of course, that there aren't unscrupulous vendors out
there who might provide the service.
