Is there any way in Access VBA to prevent Access File My *.MDB (Company.MDB)
from Delete by windows user..

User Can delete any file by press delete…(prevent this operation)

I believe that would be an OS issue.
On a network, you can give users the ability or take the ability to delete
files away.
NTFS you can protect files and/or folders from being deleted.
