Protect shape(s) from scale change

Hello,

let's say that we need change drawing scale from 1:50 to
1:100 and we have title block in bottom right corner.
Size, position and aspect ratio of this shape(s) should NOT
be affected by drawing scale change.

I tried conventional methods for protection in Visio but they
are ignored; title block is still affected bi scale change.

Is it possible to protect shapes by using some other method ?

An alternative to save your time might be to insert a background page and to
put the title block there.
