Protected Actuals zero on summary tasks

I have had problems after importing projects into server. The projects are
already in progress and have actuals. Before importing, I turned off Managed
Periods and Timesheet Approvals. After importing, I published with the
check-box to overwrite actual work. After the publish, the Protected actuals
are correct at the detail task level, but either zero or incorrect at the
summary task and poject summary levels. Have I missed some option somewhere?
