Just between you and me (and the thousands of people who read this
newsgroup). I think your problem is one of people and process. But if you
can't solve the problem that way, I would suggest you repost your question
in the microsoft.public.project.developer newsgroup and allow our developers
to give their opinion about customization. Hope this helps.

I do not think there is a workable solution.
If your people have access to the project schedules then they can do what
they want with it.
Train your people not to do it. You can find ways to detect changes to the
baseline if you want.

Save one or more of the baseline fields in a custom field.
Then look for any differences between the two.

Or export the baseline data with the task unique ID and check for any
changes over time.

Most of these involve storing a copy of the baseline information either in a
place that the project manager is unlikely or unable to change it and then
comparing the baseline against that.
