Protected document and page breaks

I have created a protected document with continuous page breaks to determine
where the protection is. I have form fields within the document and selected
areas that are not protected.

Once the document is protected and I insert a normal page break within the
unprotected area, this works fine. But when I want to remove the page break,
this does not work, and almost replaces the continuous page breaks with this
page break. The text that has gone to the second page now will not move back
up to the original first page once the page break has been deleted, therefore
making the document go peculiar! Please help
