Protecting a word 2007 document

I am trying to protect a word 2007 document from ANY & ALL changes. I've
tried everything I can find - saving it as read-only with password required
to make any modifications, using the "developer" tab and protect and nothing
seems to work. I thought I had it once but then when I attached the document
to an email I was sending all protection seemed to be gone. What am I
missing here??
