Protecting and securing the database from copying

Hi, I have been trying to protect an Access database to basically protect it from other people copying it off the network. I have split the file for multi-user access over a network, although I suppose I am more concerned with securing the back end file, containing the data structure design. But I'm not sure how to go about doing this, or if this can be done at all. If anyone can give any suggestions I would be most grateful,

You cannot prevent the users from copying the file since Access is a
file-based system. With proper application of user-level security, you
can prevent most people from viewing the data if they were to copy the
file onto their own computer. Determined hackers cannot be locked out.
