Protecting document in Word 2007

I have created a form in Word 2007 and want to protect it so it works similar
to forms in 2003 (i.e so tabbing takes me to the next editable area).
When I click the Review/Protect Document button the side bar Restrict
formating and editing appears. However this is not enabled and I cannot
select any of the buttons there (eg formatting restrictions or editing
restriction).
Why not?

I have used this feature before with other forms but this one does not work
and I cannot work out why.

Can you please describe what tools you use to create the "form". Normally, when
someone says this I assume "form fields", or perhaps ActiveX controls. In Word
2007, perhaps Content Controls. But without knowing exactly what you mean it's
not going to be possible to help you...
