Protecting form with org chart

I have created a form with fields, with a diagram (org
chart) to be completed. The org chart needs to be
unprotected for editing, so I tried inserting section
breaks and not protecting the specific section containing
the diagram. Didn't work. It will not allow you to edit
the org chart even though the section is unprotected.

Any ideas on what I'm doing wrong?

An Org chart is a Shape; it's located in the Drawing layer
of the document. That layer is completely locked in any
document protected as a form.

If you really need a document protected as a form, the user
will have to create/modify the org chart in another,
unprotected document. Then you'd need to use VBA to transfer
it into the protected form. Or, if security doesn't have to
be quite so strict, you could leave an unprotected section
and let the user copy/paste the org chart into it. But once
it's been pasted, there's no way the user can modify it.
