Protecting on section somehow protects the headers on following sections

I have a document that has form fields on page one (section 1). This
section is protected. On the following pages (part of the 2nd section)
the header is to be editable but for some reason seems to become
protected when I specifically protect only section 2.

How can I allow editing of the headers on section 2 without
unprotecting section 1?

The message should have read "... seems to become protected when I
specifically protect only section 1" - sorry for the confusion.
