Providing OWA users calendar public access without and Exchangeaccount

I've setup a public calendar on exchange and provided Outlook users
with access. I need to provide a number of workstations that do not
have Outlook installed access to the OWA public folder interface so
they can post/review appointments. Is there anyway to add them as
users without setting them up with Exchange accounts? Possibly using
their AD accounts?

Any advise is appreciated.

AFAIK, no. You could set the mailbox size to 1KB and the send/receive size
to 1KB so they can't use the mailbox.
