Provision Project Server Web Access with FQDN

I would like to provision a new site collection for PS Web Access so I can
specifiy a FQDN for external access. Currrently I have site collection
provisioned with host header having URL for internal access only.

If I do this using stsadm -o createsite -sitetemplate
PWA -hostheaderwebapplicationurl www.fqdn.com , will that work?

I tried that but I am stuck on error:

The Web application at http://xxx.yyy.zzz could not be found. Verify that
you have typed the URL correctly. If the URL should be serving existing
content, the system administrator may need to add a new request URL mapping
to the intended application.

No matter what web application I give, the error is still there.
How should I configure the database instance of the site, if I get it
provisioned?
Is this the right approach for creating a second instance of PWA with
difference Url?
Can both PWA instances work with one shared database?

if this is not the right way to do it, is there any way to rename the
exisiting host header of my PWA site collection?
