Proxies for Project Managers on vacation or sick?

Does Project 2002 or 2003 support the concept of Proxies for people who go on vacation and need somebody else to Accept/Reject changes until they return? I've been to exactly one training session on Project 2002 but from what I was told by our IT support people, Project 2002 doesn't support the idea of temporary or permanent proxies for project managers. Furthermore, I was told that the work-around is to change the one and only owner of the project to somebody else, and when the original owner returns from vacation, change it back. That sounds pretty awkward/error prone/manual to me.
