PS 2007 - multiple projects and baselining

When you are working with multiple projects (and the same resources on all
the projects), what is the best process for creating projects and baselining
/ tracking progress?

Should we:

1. Create the project and baseline it with NO leveling
2. Create the project and level it alone and then baseline it
3. Create the project, add it to a master project that holds the other
projects, level it along with other projects and then baseline it?

Thanks for ideas on this.

I think it all depends on what you mean by "level." If you mean using the
built-in leveling tool that ships with Project Professional 2007, then I
think you would be best to use option #2. Level the overallocations only
within that project and then baseline it. I recommend this because using
the leveling tool to level across multiple projects is a very complex
process that most people find very frustrating. If you have success with
leveling across multiple projects in a master project, then by all means,
use option #3 below. I don't think that option #1 is a viable option at
all. Just my opinion. Hope this helps.
