PS 2007 text & hyperlinks (not graphics)?

I received Admin perms on a new PS 2007 on a dev/test box. The box is part of
the AD domain and I'm an AD domain user. When I connect to the URL I receive
a login challenge box. Whether I enter credentials or simply click on the
cancel button I connect to the PS 2007 PWA. The PWA appearance has text and
hyperlinks and appears to function....but it appears without the look and
feel of a web interface. Any thoughts?

Also, should I have had to accept a license agreement and download a couple
controls (like in PjS 2003)?
