PS2003 - Creating and Publishing tasks by an assistant?

In PS2003 how can we have an assistant to the project manager(PM is the owner
and a manager of the project) create new tasks, assign resources and publish
the project, but still have the PM be the owner and project manager of the
project? So, when resources book their time and PM get notified and not the
assistant.

The person who publishes the assignments last will always receive the
updates.

I would say that the best approach would be to define a process by which the
true PMs have to go into their project, select all tasks and perform a
publish assignments as a first step before going to accept the updates.
This will guarantee that any pending updates will come to them.
