PS2007 - Capacity does not show always in Olap

I seem to have an environment where:
1) Resources (Work type, Names from AD) with no schedule work show a value
for capacity
2) Resources with schedule work show NO value for Capacity.

THis is all in the OLAP Cube and i've republished projects and rebuilt the
cube so many times that my head is spinning

Any ideas as to what is causing this?

When i look at View Availability from the Resource Center, everything looks
fine
