PS2007 Link Item is missing in Issues and Risks in Project Workspa

I have installed MOSS and Project Server 2007. When I try to attach an issue
or risk to a Task in its respective Project Workspace, the Link Items button
is missing.

However, in installations where PS2007 is installed without MOSS the Link
Items Button is present.

Is this a bug?
