I posted this on 9/14. Finally had to get tech help from MS to resolve.

When someone tried to 'save and close' an issue for a project. Following
error:
"Project Server failed to update the links between selected tasks. Log on
to Project Web Access and link the issue from the Tasks, Resource
Assignments, or Project Drill-down page."
If the user TRIED to link a task to the issue, the 'link to selected tasks'
dialogue box is 'greyed out' with the message 'There are no tasks available'.
And "Either the Project has not been published to Project Server or you do
not have permission to view the tasks in Project Web Access".

By changing the extranet address on the server config page, then doing a
'Save'
A re-synchronize process initiated, ended successfully, and the problem was
resolved. I believe the synchronize function fixed it because the extranet
address was not needed and had been there for over a year without causing a
problem.
I HIGHLY SUSPECT it occured because I had deleted a couple of projects in
the clean up database function. I always delete the Sharepoint site when I
delete a project.
Has anyone heard of this? Is it a known issue? Is there a better way to
delete projects when necessary?
