PSD: future project allocations

OK here's a goodie...

I am in strategic planning mode for 2011 and have defined our portfolio of
initiatives. I am now defining all assignments and have found that Project
Server is not utilizing the availability which I have defined for that time
period. It seems to be defining availability based on current date instead
of what I have slated for next year.

i.e John Doe is slated as follows:
01/01/10-12/31/10 - 80%
01/01/11-06/30/11 - 50%
07/01/11-12/31/11 - 75%

So as you may know all of John Doe's 2011 work is getting allocated at the
80% instead of the desired 50% & 70%

If this is standard then how would one be able to accomplish a forcast as
such?

I don't understand what you mean by "Project Server is not utilizing the
availability which I have defined for that time period." Do you mean on the
View Availability page in PWA? Do you mean when you assign John Doe as a
resource on tasks? You aren't giving us enough information to help you.
