PST (current/active) does not open

I need assistance with the following:

Unable to display the folder. Microsoft Outlook could not
access the specified folder location. The file
C:\Documents and Settings\Lou\Local Settings\Application
Data\Microsoft\Outlook\Outlook.pst could not be opened.

The inability to access my PST occurred "all of a sudden."
Unclear why I have no ability to open the file. The PST
is only 450MB. I did not change any settings
(before/after). Thank you for your support!!!
