.pst files -- why are they different from all other files?

It has always irked me that .pst files can't be copied, moved or backed up in the same manner as Word, Excel, Access or PowerPoint files. It'd be much more convenient to be able to use the "File ... Save As", "File ... Open", etc. commands to copy, use and move my Address Books and E-mails

I assume that there must be a reason Microsoft decided to design Outlook files in a manner that makes them more complicated to manipulate than all other files. So ... what is the reason
