pst password protected from conversion

I have a user that has a pst that went to a password protected state after
moving from Office 97-Office 2003. He never put a password on this pst and
the backups even are protected.

I have done everything from a troubleshooting pov, now I need to figure out
why it's happening or how to quickly repair. Thanks in advance, Lesk
