with OL7 this GPO Miscellaneous setting seems appropriate
Prevent users from adding new content to existing PST files Enabled
Now with OL3 it seems a client registry mod is required.

c.. After you select the key that is specified in step 3, point to New on
the Edit menu, and then click DWORD Value.

5.. Type PstDisableGrow, and then press ENTER
After you configure the PstDisableGrow registry entry to prevent Outlook
2003 from creating new items in a .pst file, change the MaxFileSize registry
entry to use the default setting. This creates a file size limit that should
not interfere with Outlook 2003 offline mode.
So my quesiton is if we have not changed MaxFileSize from the 'default' will
OL3 user experience any issues with their OST's?
