Pub 2000 inserted graphics are resampled at a lower resolution

inserted graphics are resampled at a lower resolution when you save as a web
page with Publisher 2000. My question is at what resolution?

If I have resampled and resized an image in a image editing app, then
inserted the image at 100% scale into my web publication, will it be further
resampled and reduced? Or does this just happen when I resize a larger,
inserted image to say 50% scale after inserting it into the pub file? Under
what circumstances does Publisher automatically resample images?
