Public Calendar displaying incorrect start and end times

We have various public calendars within our company. Since changing to 2003 when someone schedules an all day event on the pubic calendar for one day it looks like it is only assigned to one day when that person looks at the public calendar but if other people in our office look at the calendar it looks like the are signed up for an event for 2 or more days. Is there any fix or explanation why this may happen?

It sounds like with the daylight savings time is different from user to
user. you will have to find out what the correct settings are, and set the
users identically. Also check the time settings in outlook as well as
windows. If they are out of sync you will also find the appointments showing
11PM-11PM
