Public Contacts are read-only

Hello, for some reason the Public Contacts folder is now read-only for
everyone on the network. Here's what happened:

1. A user moved the Public Contacts folder (by dragging it) to her
machine (by mistake).
2. No other users could access it at all, so we moved it back to where
it was.
3. Now when someone wants to add / edit a contact they get the Public
Contacts in read-only mode and cannot change anything.

I'm sure there must be a flag that needs to be changed somewhere.
Is is done from Outlook (by the user who caused the trouble).
Is it done from Windows Explorer by that user on the server, or
Is it done from Windows Explorer on the server by Admin?

Or none of the above.

The folder owner or Exchange admin needs to reset permissions on the folder.
The owner does it in Outlook, the admin with the Exchange admin tools.
Windows Explorer isn't part of the equation at all.
